Determinants of Internationalization Development Strategy and International Talent Cultivation among University in Heilongjiang Province, China

Abstract

Internationalization of higher education is becoming increasingly important in Heilongjiang Province, China, as colleges strive to conform with global norms and practices. This study investigates the factors influencing international development plans and their impact on the growth of international talent in local colleges. As globalization reshapes educational priorities, Heilongjiang universities are implementing methods to increase their global competitiveness. These efforts include extensive curriculum revisions, increased academic competence, and the expansion of international collaborations. By cultivating worldwide cooperation, the province hopes to create a workforce that is not just technically adept but also culturally adaptive. The study assesses the efficiency of these internationalization efforts by conducting a thorough review of policy initiatives and their practical applications. Key areas of emphasis include the formation of foreign alliances, the improvement of language programs, and the incorporation of global standards and accreditation into educational procedures. The study uses a multi-method approach to examine the triumphs and challenges that Heilongjiang universities confront, including case studies, policy analysis, and stakeholder feedback. The findings shed light on how these initiatives help to cultivate internationally competent graduates while also improving the province's educational landscape.
